Backstory
In the Tranel Republic, renowned for its mastery of navigation, the Flow Guardians are the republic’s most vital mages. They guide ships across treacherous waters, redirect waterways, and at times even create currents themselves. Some Flowmancers possess the rare gift to manipulate the flow within the human body, healing wounds and ailments. Through such mastery of fluid manipulation, they attain noble status and wield immense influence in society.
Among these Guardians stands Vlissing, the Artisan Maiden of the Flow, celebrated for her grace and majesty. Though human, she bears the Blessing of the Flow, granting her ageless beauty and immortality. Her radiance—and her rejection of countless marriage proposals from noblemen—made her name legendary throughout the republic.
Arrogant to all but unmatched in her command of the flow, Vlissing is a figure few dare to oppose. After leading the people of Tranel to Earth with her powers, she dispatched Flow Guardians across regions tied to water. Now revered even in Neo Seoul, Vlissing remains unsatisfied, ever seeking to elevate her name further—hungering for greater reverence and admiration.

Vlissing is a 6-cost healer who used to be considered the worst EX character in the entire game, but after her recent buff she has become a solid unit and a valuable addition to many teams.
Her new kit revolves around cleansing debuffs, boosting your team’s damage, and increasing their Critical Rate with Tip of the Waves stacks. She also deals additional Pierce Damage to enemies with Tangled Flowstacks. With these changes, Vlissing is now viable in multiple team compositions.
Her ultimate is the centerpiece of her kit: it has a large AoE that deals damage, heals allies, applies Tangled Flow stacks on enemies, increases Speed, and grants both Elemental and Damage boosts. Afterward, you mainly need to wait for her passive Ebb and Flow, which heals allies based on her Magic Attack and the target’s Max HP. Whenever a character gets attacked, the passive also deals Pierce Damage and adds extra damage based on the target’s missing HP. Both the healing and additional damage scale with her EX levels — each point increases by ×1.15 of missing HP, with an additional +0.12 multiplier per INT above 16.

EX1 (18 INT): Healing and damage ×1.39 based on missing HP.
EX3: Healing and damage ×1.51 based on missing HP.

Reckoning of Sin You want her to act before your carries – Increases AP Recovery by 4% during combat. Full set effect grants 30 AP at the start of combat and inflicts Price of Sin on a successful hit, reducing the target’s Element DEF by 200 until they are hit again. This is her BiS since you want her to act before your DPS.
The Brilliant Touch of Earth – Increases Physical Defense by 200 during combat. Grants 9% AP Recovery. When healing an ally, increases that ally’s All Attack by 12% for 2 rounds.
SS Reckoning of Sin – A solid budget alternative.
Recommended Substat Priority: Magic Attack = AP Recovery (if built with AP Recovery traits, prioritize Magic Attack).
Recommended Teams
Vlissing can fit into a lot of teams when healing and additional damage is needed, and surprisingly she’s even viable in Spec Ops. She can be played as a main DPS if you really want to, though her main downside is her high cost to be slot in meta teams — it would have been great if it were a bit lower.

Skills

Sharp Wave
Targets an enemy and unleashes blades of water in a 25° cone, 7m range. Deals Slash DMG equal to 60% of Magic ATK, heals allies along the path for 20% of Magic ATK, and grants them 1 stack of [Tip of the Wave] for 2 Rounds.
[Tip of the Wave]: Increases Crit Rate by 4%. Stacks up to 2 times.

Counter Wave
At the start of the round, there is a 30% chance to gain the [Counter Wave] effect for 1R.
[Counter Wave]: While holding this effect, immune to [Taunt], [Fear], [Sleep], [Madness], [Stun], and Concentration Disruption, and increases Heat DEF by 100.

Wave of Life Cycle
Targets an ally and cleanses them with a pure flow of water. Heals allies within a 2.2m radius around the target for 20% of Magic ATK, and grants [Purify] and 1 stack of [Clean Flow].
[Purify]: Removes [Taunt], [Fear], [Sleep], [Madness], [Stun], and [Focus Disruption] states.

Ebb and Flow
Grants 1 stack of [Clean Flow] to allied targets and 1 stack of [Tangled Flow] to enemy targets. Both effects stack up to 5 times. Each effect applies the following:
[Clean Flow]: At the end of a turn in which the bearer is attacked, Restores HP equal to 33% of Magic ATK + 6.6% of the target's Max HP, then removes 1 stack of [Clean Flow]. Healing increases up to 1.15× based on missing HP. This maximum multiplier increases by 0.12 for every INT exceeding 16.
[Tangled Flow]: At the end of a turn in which the bearer is attacked by a source other than yourself, deals Additional Pierce DMG equal to 220% of Magic ATK, then removes 1 stack of [Tangled Flow]. Damage increases up to 1.15× based on missing HP. This maximum multiplier increases by 0.12 for every INT exceeding 16.

Flooding Flow
At the start of battle, gain [Riding the Flow], which ends upon using this skill. Summons a massive surge, striking all within range. Deals Crush DMG equal to 140% of Magic ATK to enemies within a 9m radius, and heals allies for 20% of Magic ATK. On use, gain [Flooding Power] and [Constraint of the Flow] for 2 Rounds. On a successful hit, gain 1 stack of [Eye of the Flow] for 2 Rounds. Also grants 1 stack of [Clean Flow] to allies and 1 stack of [Tangled Flow] to enemies.
-[Riding the Flow]: Increases SPD by 60%.
-[Flooding Power]: Increases Additional DMG Boost by 44%.
-[Constraint of the Flow]: Decreases Evade by 36%.
-[Eye of the Flow]: Increases Elemental Boost by 9% and Magic ATK by 11%. Stacks up to 3 times.
Skills Priority
Vlissing doesn’t need much besides her ultimate Flooding Flow and her passive Ebb and Flow, so you can save materials for other units instead.

Recommended Traits
For traits, it depends on your goal. If you plan to use Vlissing in Special Ops, build her with full AP Recovery traits. Keep in mind that Spec Ops rewards are being reworked next season. Outside of that, all she really needs is Magic Attack.

The Great Flood
Reduces AP cost of basic attacks by 16% (32%). When targeting an ally with a skill, increases All DEF by 160 (320) for 1 round,

Exclusive Skill
Vlissing Exclusive: Sacred Flow
During combat, Max HP increases by 8% and Additional DMG Boost increases by 36%. Changes [Shard Wave] to a Directional attack.
On hitting enemies, have a chance equal of your Additional DMG Boost to give 1 stack of [Tangled Flow].
When hitting an enemies that already has [Tangled Flow] with an Active Skill, deals Additional Slash DMG equal to 120% of Magic ATK.
At the start of each round, allies with [Clean Flow] gain All ATK by 18% for 1 round.
